More and more happens TO THE GOVERNMENT in each 4 years then seemed to happen before.

Maybe it's a punctuated equilibrium thing, but god lawwwwd the face of government has changed in the last 3.8 (or whatever) years. Not the least of which have been extensive, unashamed executive branch power-grabs (only a few of which have been rebuffed by the judiciary and legislature, several more of which are under review in one place or the other). The idea of the wrong person being in power when these overhauls take place makes me sick to my stomach.

On the other hand, perhaps these overhauls are personality, rather than temporally caused. i.e. with NeoCons in power, a certain executive branch power-grab is to be expected vs. in the immediate wake of a drastic change of American Will to Fuck Itself Brutally With Secret Police the government will reform itself.

I said this elsewhere, but I'm self-mortifyingly fascinated with the idea of living in a totalitarian dystopia... but on the other hand, I'm part of several "out" groups, and am rather happy that my membership in them isn't jailable.
